The “Radioamateurs du Luxembourg” organise a preparation course, held in the Luxembourgish language, for candidates wishing to take the examination required to obtain the Amateur Radio Operator Certificate.

The BASE courses take place on Tuesday evenings from 19:00 to 21:00, except during school holidays. In total, the course consists of 6 evenings:

In Luxembourg, there are three types of certificates, which differ mainly in the level of technical competence required and in the authorised frequency bands:
Radio amateurs holding this certificate may use all frequency bands allocated to the amateur service (see Annex 5.1.4).
The transmitter output power is limited to 100 W PEP during the first year after obtaining the HAREC certificate. After that, the power is limited to 1000 W PEP.
Radio amateurs holding this certificate may use all frequency bands allocated to the amateur service (see Annex 5.1.4).
The NOVICE certificate limits the transmitter output power to 100 W PEP.
Holders of a NOVICE certificate must use equipment compliant with CE standards and are not authorised to use self‑built amateur radio equipment or to modify their amateur radio equipment.
Holders of this certificate may operate an amateur radio station in the following frequency bands:

The BASE certificate limits the transmitter output power to 25 W PEP.
Only the following antenna types are permitted:
Holders of a BASE certificate must use equipment compliant with CE standards and are not authorised to use self‑built amateur radio equipment or to modify their amateur radio equipment.
Both horizontal and vertical polarisation are permitted. The use of external amplifiers is prohibited.

(1) Without prejudice to the provisions of Regulation ILR/F24/1, the amateur radio operator certificate is issued on the basis of the data provided to the Institute by the operator. It contains the following personal data, visible to the naked eye:
(2) The operator certificate will only be issued after receipt of all the data required under paragraph 1 of this article and after payment of the fee defined in Article 11, paragraph 3, of Regulation ILR/F24/1. The Institute does not issue an operator certificate if any of these data are missing or if the fee has not been paid.
(3) The Institute does not issue an operator certificate for operators holding a foreign certificate. Where applicable, a recognition of equivalence with the operator certificates issued by the Institute may be provided in the form of a letter or on a medium identical to that used for operator certificates issued by the Institute.
